Witney should have scored as they piled on the pressure, but had to be content with a penalty from Henry Lamb.
The crucial score came from a patient forward drive, and from the melee, prop Matt Brocklebank stretched out for a try.
Chipping Norton picked up their second win of the season with a 16-12 home success against Olney.
Grove's poor run continued with a 13-10 loss at Newbury Stags.
