Oxford City won the Spartan South Midlands League championship, thanks to their 1-1 draw against Holmer Green at Court Place Farm on Saturday.
But City only clinched the Premier Division title on goal difference after their close rivals Hillingdon Borough won their last game.
That did not worry City who knew that a point would be good enough to clinch promotion after just one season at this level.
City should have put their Buckinghamshire opponents out of sight by half-time.
However, for all their efforts, City failed to find the target.
The breakthrough came after 28 minutes when Ray Spence set up Mark Jones who made no mistake from close range.
Moments later, it could have been 2-0 when Spence created space before letting fly with a powerful shot that rebounded off the bar.
Jones, with a header, forced keeper Steve Root to save with his knees at the expense of a corner.
In the second half, City continued to have a lion's share of the play, and another Jones effort struck a post.
The visitors goal enjoyed good fortune on several occasions in goalmouth scrambles.
City were given a fright in the 77th minute, when they alowed substitute Craig Henny to equalise.
But City contained their opponents without due alarm to claim a league and cup double in a memorable season.
