Anthony Roberts got Riley off to a great start as he saw off Pete Fenn 62-50, only for the latter to hit back to level with a 55-33 success.
Alan King then accounted for Andy Toole, with skipper, Terry Chambers, sealing the win with a 67-25 victory,.
Greg Moyles clawed one back for Riley D.
Witney C secured the runners-up slot and sent House Club B down with a 5-1 win.
Lewis Calcutt saw off Mike Augar, before Colin Cutler shared frames with Paul Larkins.
Witney's Paul Chester made a break of 39 during his blitz of Keith Philpott. Chester won the first 60-5, before taking the next 103-8.
Riley E lifted the Division 3 crown with a 6-0 whitewash of Morris Motors A.
Kelvin Cheng saw off Doug Baker, with Joe Kelly slipping to defeat against Riley's Art Lo, losing the first frame on the black.
David Lo then wrapped up victory against Tony Baker.
Oracle C finished as runners-up following a draw with Thame D.
Kevin Hicks beat Thame's Toby Todd, only for Paul Evans to level against Simon Saunders. Jamis Saczak then defeated Andy Maguire, before the latter made it 3-3.
