Oxford Harlequins director of rugby Matt Maudsley struggled to look on the bright side despite his side's victory.
Maudsley said: "We played terribly, but fair play to them, they did really well.
"I thought Anthony Cope was our best player, but their six, Will Worrall, was excellent. He was a total thorn in our side.
"We didn't play well, but we won. I think they will be disappointed at not winning the game.
"We just couldn't get any fluidity. It was a good job we've got a good kicker in Ben Cottenden."
Meanwhile, Witney player-coach Matt Watts felt his players had just needed a little more confidence.
He said: "Perhaps we didn't quite believe we could win it. We played well and know we should have won it.
"I think we shocked them a little bit, but in the first quarter of the second half they upped the gears and we couldn't live with them.
"We've been playing some very good rugby since Christmas.
"We knew Quins would think we would try to dominate up front, but we wanted to play expansively as well.
"They are a good side. They need to believe in themselves a bit more."
