Oxford United's crunch Easter Monday match at Woking was delayed for an hour because of crowd control problems.
Safety officers were worried by the sheer number of Oxford supporters at kingfield Stadium, with hundreds packing a terrace along one side of the ground not behind the crush barriers.
In the end, police and stewards allowed around 200 away fans into the home Kingfield Road end, after forming a human barrier between them and the home supporters.
An estimated 2,000 U's fans were at the ground.
