Scottish turned the screw after Payne was yellow-carded, and then impressive flanker Stean Williams went off with an ankle injury.
The hosts wrapped up the bonus-point victory they needed to clinch the title with wing Charlie Broughton (2), replacement prop Chris Johnstone and a penalty try, all converted by Brown, completing their tally.
