Windsor's full back ran in unopposed from the kick off and only some last ditch tackling prevented them from going further ahead.
Jon Hickman scored from the back of a Chippy scrum with Smith converting and then adding a penalty.
Tom Hall had a try disallowed for a forward pass, while a second converted try put Windsor 14-10 up.
A third Windsor try and a second Smith penalty made it 19-13 at the break.
It took Chippy 20 minutes to score again when Matt Dawson finished off some dominant forward play and Smith converted.
Dawson added his second soon afterwards, but Smith's unsuccessful conversion hit the bar and post.
A converted try from Windsor looked to have won the game before Smith's late salvo.
Bicester crashed 53-0 at home to Buckingham and saw prop Tony Shaw sent off for punching.
The hosts held out for 24 minutes thanks to some super tackling from Alec Warriner, Chris Nash and Paul Leverton.
Buckingham then ran away with it as centre Henry Colver bagged 28 points thanks to two tries, six conversions and two penalties.
Grove drew 27-27 at home to Aylesbury.
