Brett Trowbridge bagged the late leveller to deny visitors Oxford City top spot in Division 1 South & West on Saturday.
With Fleet being held to a draw City would have taken over from the Hampshire side.
Justin Merritt's team looked to have the points in the bag after recovering from a goal down. However, a defensive lapse saw Forward equalise.
Despite playing with the wind in their favour, City struggled and went behind when Nat Pepperell beat Steve Smith with a speculative shot into the top corner.
But City were soon back in the contest when Darren Pond's shot was too hot to hold for the Bridgwater keeper Tom Manley to hold and recent signing Yashwa Romeo pounced on the loose ball.
And seconds later, only the width of a post denied the striker when his effort hit a post from Mark Bell's cross.
Errol Telemaque then gave City the lead when he got his head to an excellent cross from Steve Davis.
But they were kicking themselves when the defence failed to deal with a corner with Forward firing home through a crowded goalmouth to snatch a point for the west country side.
