Captain Andy Lee scored for Harwell after just 20 seconds, with Dave Beaven converting.
Wallingford kept their composure to take control with three converted tries and a penalty to lead 24-7.
A Mike Giddings try after 65 minutes kept the game alive, but Wallingford held on well.
