About 600 people attended a memorial service for Oxfordshire county councillor Roger Belson yesterday.
Despite being paralysed in a car accident 22 years ago he was still able to serve on the council for 10 years.
Mr Belson, who represented Watlington, died on Boxing Day after a heart attack.
The service was held at Wellington Barracks in Westminster. A by-election for his seat will be held on Thursday, April 19.
