Calls have been made for pedestrian access to be reinstated at the Redbridge recycling centre in South Oxford.
The 20-year-old site was not built with pedestrian access but residents used to be allowed to walk in.
But pedestrians were banned from the site earlier in the year because of health and safety fears.
Oxfordshire County Council, which runs the site, will be asked on Tuesday to allow pedestrian access again to the site off Old Abingdon Road.
The council said the entrance had become unsafe because of increased traffic.
The site is to close for a revamp once a new Kidlington facility has opened next summer.
Labour member John Tanner has proposed a motion for the full council meeting calling for the policy to be reviewed. Mr Tanner will also call for a temporary rubbish site to be opened near South East Oxford while Redbridge is modernised.
He also wants to see a revamped Redbridge site opened to the public during the week.
Under current council plans, when it reopens residents will be restricted to weekends and bank holidays only.
The council has previously said pedestrian access will be looked at as part of the refurbishment.
The full council meeting is at County Hall in Oxford on Tuesday at 10am and the public are welcome to attend.
