Thames Valley Police spokesman Alice Adderley said the accident happened on Abingdon Road outside Hinksey Park at 8.30am.
She added that the adult male cyclist was “conscious and breathing” but the extent of his injuries are not yet known.
The road was closed for 15 minutes between 8.45am and 9am while emergency crews dealt with the aftermath of the collision and the route reopened at 9.20am.
Paramedics from South Central Ambulance crews attended the incident.
