Motorists will be charged to use park and ride facilities in future, street lights will be switched off and some rubbish tips in Oxfordshire will close.
These are among the drastic measures outlined in Oxfordshire County Council's revenue budget, announced today.
Among the casualties is the Redbridge Waste Recycling facility, that will be closed to all but trade users in future.
Roads maintenance, bus subsidies and arts grants have also been cut.
Council leader Keith Mitchell said cuts had been made across the board although the Fire Service and children's social care had been protected.
He added: "Everyone is in this together. Everyone will feel the pain."
The council is set to make 1,000 job losses as part of its savings plans.
County Hall needs to make £155m of savings over the next four years.
Last week, Oxford City Council announced it was cutting 10m over the next four years.
