Rail commuters are facing delays of up to 50 minutes between Oxford and Worcester this morning after engineering work over ran.
The work, between Worcester and Evesham, on the Cotswold Line, is being carried out by Network Rail.
It is affecting all First Great Western (FGW) services on the line.
FGW spokesman Dan Paines said the company were trying to work around the problem.
Network rail said it was investigating the reason for the over run but added bad weather had caused problems across the country, including hampering engineering work.
But he added: "We would normally put on road replacement services but we are struggling to source that given the situation on the roads."
Up to 5cm of snow fell across the county last night and The Met Office is predicting further snow showers across Oxfordshire today, but said the county would not see significant amounts.
No major problems have been reported on Oxfordshire's roads but Police have warned drivers to take extra care as conditions may be treacherous in places.
