A 49-year-old man appeared at Oxford Magistrates’ Court after he was arrested for breaching his anti-social behaviour order (ASBO).

Leslie Belcher, of Magdalen Road, East Oxford, was given an ASBO on October 15, which imposes four conditions in relation to his behaviour. These conditions prohibit him from:

1.Consuming intoxicating liquor in any public street or public place

2.Congregating with any other person, other than family members, in Magdalen Road or the front garden of 44 Magdalen Road

3.Being in possession of an open vessel of intoxicating liquor in any public street or public place.

4.Threatening or using violence, using intimidating language or behaviour, abusing or swearing at any member of the public or anyone acting in an official capacity.

On Sunday, Belcher was seen congregating with groups of people in Magdalen Road, who were drinking and being noisy. This behaviour was deemed to be a breach of condition two of his Asbo.

Belcher was subsequently arrested and charged for the breach on Tuesday and remanded to appear at Oxford Magistrates’ Court yesterday, where he was remanded for a further hearing at the same court on November 18.

Insp Marc Tarbit said: “Anti-social behaviour of any sort will not be tolerated by Thames Valley Police and we will always seek to take action to help protect the quality of life of people living in our local communities.”
