REGARDING your story about children being fined for dropping litter, I believe children drop litter because they lack examples of good behaviour. Our children were taught to give me their rubbish when they were toddlers and our daughters have taught their children the same thing.
I would get home with my pockets or handbag full of wrappers after a trip and would then dispose of them in my dustbin. It is the responsibility of parents to teach their children to use bins, but unfortunately this is not done because some parents do not use bins themselves.
They would rather let someone else clear up after them.
If parents are fined they may then feel inclined to encourage their children to respect their surroundings and keep them tidy.
