Oxfordshire County Council plans to produce a leaflet to let people know how to deal with heavy snow.
The leaflet, to be published later this year, aims to clear up confusion about who is responsible for salt supplies and gritting roads.
It comes after the council was criticised for the way it dealt with the snow which hit the county in January.
A council spokesman said: “It will be what we grit, what we don’t grit and how people can help themselves.”
Cabinet member for transport Rodney Rose said: “There were so many people who did not know exactly what was going on in the snow. This will tell them what they can expect. But it will not just be about the highways, it will be about helping the elderly and carers.”
Mr Rose also said they were still in the early stages of the plan and he did not know how big the leaflet would be, its exact contents, how much it would cost and who would get it.
Head of transport Steve Howell said: “The winter we went through was extreme and let’s hope we don’t get another one for another 30 years, but we have to be prepared.”
