SEVEN out of eight racially-motivated attacks are not reported to the police, equality campaigners claim.
The number of cases of racial harassment reported to Oxford police between April and October last year was 21. But it is estimated that the true number of racially-motivated incidents in the city was about 160.
A further 13 cases were reported to Oxford City Council's housing department for all of last year.
Adrian Harper-Smith, director of the Oxfordshire Racial Equality Council (OREC), said: "If you look at the housing statistics, for example, it's just 13 cases, which doesn't look all that big a deal - but almost all of them involved repeated victimisation.
"People don't want to go necessarily to the police or the council to report things."
Racial attacks and harassment in Oxford could be tackled with Government money if a group, including OREC, Oxford police and the Heart of England TEC, succeeds in its bid for £248,000.
