Police have refused to give their full support to a scheme imposing 30mph speed limits in every village in Oxfordshire.
Officers say they will be unable to enforce the speed limits and fear villagers will become complacent about safety if they think traffic has slowed down.
Sgt Peter Smith, of Thames Valley Police's traffic management unit, said the force supported moves to reduce accidents - but was opposed to a blanket scheme affecting all villages.
