Save the Hillgrove Cats campaigners sat around a table with Thames Valley Police for the first time.
In the past, protesters have refused to hold talks with officers over the demonstrations outside Hillgrove Farm, Minster Lovell, despite repeated requests from the police.
On Thursday, an hour long talk was held at the head office of Liberty in London.
Thames Valley Police Assistant Chief Constable Robert Davies said: "It is hoped more meetings can take place in the lead-up to any future demonstrations against the cat breeding activities at Hillgrove Farm.
"I am optimistic that if we can work with the protesters we can start to move towards reducing the number of police officers required at future demonstrations."
Heather James, spokesman for Save the Hillgrove Cats, said: "The negotiations are still at an early stage and it is hoped further progress can be made."
