A terrified woman was accosted twice by a stranger in broad daylight, police said.
The pest asked her personal questions from his pick-up van while she walked to her home in the Charlton area of Wantage shortly before midday on Thursday.
The woman hurried off but, half an hour later, she noticed the same pick-up driving slowly behind her as she cycled along the cycle path between Wantage and Grove.before the man drove ahead and parked in the entrance of Autotype UK, as if waiting for her.
The woman, in her late 30s, fled to the Unigate dairy beside the A338 and rang her father to pick her up.
The man had short black hair, a ruddy complexion and was wearing a grey T-shirt with a black singlet.
WPC Hazel Pearce, of Wantage police, who is investigating the complaint with her colleague, PC Nick Toman (OK), said: "This man hasn't committed any offence as far as we can tell, but his behaviour was totally inappropriate and absolutely frightened the life out of the woman involved.
"We would just like to warn him that he might get into trouble if he does this sort of thing again."
