Councillors will reconsider banning mobile phone masts from some council buildings following fears over health.
Green Party members on Oxford City Council want more research into possible harmful effects of microwave radiation from the masts.
They want no more telecommunications equipment installed on buildings owned by the housing committee until there is proof that emissions are not harmful. Tower blocks are among the most popular sites for masts.
But council leader John Tanner accused the Greens of "scaremongering and pandering to ignorance about science".
The matter was sent back to the housing committee for further discussion.
