Proposals to ban consumption of alcohol on a town's streets were thrown out by councillors.
The decision by Wallingford town councillors followed a suggestion by Didcot Town Council that Wallingford, Thame and Henley should join Didcot in seeking new anti-drinking by-laws.
Wallingford town clerk Andrew Rogers said: "We do not have a severe enough problem to warrant this, and there is already a raft of legislation which covers rowdiness and drunkenness. And we would have to pay for any prosecutions under the new by-law."
He added it would be difficult to police drinking in the street when pubs such as The Dolphin and The Coach and Horses had seats outside.
Cllr Adrian Payne argued there were only a few alcoholics who wandered the streets of Wallingford with bottles.
He said the new measures were unnecessary.
Cllr Terence Glassock said the proposals were "a non-starter" for Wallingford.
