The former Mayor of Witney has chaired the Japanese Labour Camp Survivors' Association, and been at the forefront of the calls for compensation. He still wants a full apology from the Japanese.
Mr Woodward offered congratulations to his constituent and said: "I hope everyone in Oxfordshire and throughout the country will wish to pay tribute to the extraordinary, selfless work that Arthur Titherington has carried out over many years.
"Arthur's work on behalf of former prisoners of war in Japanese army camps is a lesson to us all in public service."
