Flower shop owners Jim and Rosa Ashby say Witney is becoming a "yob town" after one of their shop windows was smashed yet again.
They claim a proposed closed circuit television system for the town centre will be of little help to them as the cameras will not cover the entire length of the Wesley Walk precinct, where their shop is based.
Since opening Rosa Floral Designs three years ago, they have had windows smashed five times the latest incident happening on Friday night.
"Other shops have had their windows smashed as well. It costs us £200 excess on our insurance policy every time it happens. I don't know what Witney is coming to it's a yob town.
"I know there are proposals for CCTV cameras, but they will not cover all this walkway so they will not help us," said Mr Ashby.
West Oxfordshire District Council, Witney Town Council, police and traders have formed a working party to set up a CCTV scheme at a cost of about £250,000.
The chairman of the working party district councillor John Faulkner said: "We are hopeful we will get the go-ahead but are still awaiting a decision from the Government on funding.
"Wesley Walk is a difficult area as the proposed cameras will see people go in and out but will not cover the middle. We will have to see if we can squeeze another camera in."
