Tom Walkinshaw, boss of the Leafield-based outfit, said Herbert's experience from 12 years in Formula 1 would balance the youth and enthusiasm of their young drivers.
He said: "It's great to have Johnny on board. We have good continuity with Jos (Verstappen), fresh talent with Enrique (Bernoldi) and with the experience of Johnny, we have a complete driver line-up."
Herbert said he was delighted to be joining the team. He said: "I see Orange Arrows as a team of people who are very serious about their racing performance, but also like to enjoy life, and that suits my philosophy down to the ground.
"This is a new challenge for me, I know I can make a valid contribution and I am very much looking forward to getting down to business."
Herbert will have his first full test for the Oxfordshire team at a three-day test session at Silverstone from March 7-9. The team will reveal their 2001 racing colours in Melbourne on Thursday, March 1.
