Motorist Roy Spencer has said that police who fined him for not wearing a seatbelt were also breaking the law.
The officers had parked their three cars on a pavement an offence he had been accused of and fined for on a previous occasion.
Mr Spencer was pulled over by six officers at a checkpoint in Garsington Road, Cowley, Oxford, and given a 30 fixed penalty ticket for not wearing a seatbelt.
But he saw red when he noticed the officers' cars parked on the pavement.
Mr Spencer, 53, of Kimber House, Horton-cum-Studley, who took this photograph minutes after he was stopped, said: "I wasn't happy when I saw this happening they flout the law because they can.
"I was parked on a pave- ment for three minutes in Ruislip a few months ago and got a 30 fixed penalty notice."
Mr Spencer wrote to chief constable Sir Charles Pollard asking for confirmation that the officers had been punished as he had. He has yet to receive a reply.
The Highway Code says drivers must not park 'partially or wholly on the pavement unless signs permit it'.
Sgt Pete Smith, of Bicester traffic base, said: "It is an offence for anyone to park and cause an obstruction, whatever the reason. Police officers may be forced to cause an obstruction where there is no alternative parking in the area where they are acting to uphold the law."
