A group of councillors are demanding laws to stop motorists parking on pave- ments.
Although it is an offence to drive on to and obstruct a pavement, there is no law to stop motorists parking there.
Legal experts say that a successful prosecution would be possible only if there was proof that a vehicle had been driven on to the pavement by a particular person.
An Oxford City Council spokesman said that pavement parking was widespread in the city, as it was everywhere else, and the lack of legal support made it difficult to eradicate.
The spokesman said: "The consequences of pavement parking, which are usually overlooked by drivers, very often are obstruction of the pavement to pedestrians and damage to the pavement and services which run underneath it.
"The council has expressed concern, made representations and attempted to find remedies since at least 1980."
