Community groups may be consulted on how Thames Valley Police should improve its stop and search procedures.
Under the proposals up to 100 invited guests from the county will be asked to discuss the controversial police technique.
Those represented will include youth groups, ethnic communities, Racial Equality Councils, gay and lesbian groups, travellers and prostitutes.
The guests will look at how the police can better use their powers to stop and search individuals and whether the force should record every time they do so.
The consultations follow recommendations about the police technique, made in the Macpherson Report after the death of London teenager Stephen Lawrence in 1993.
