A no secrecy pledge has been given over the new system of government adopted by South Oxfordshire District Council.
Jan MorganJan Morgan is leader of the current council. She is expected to be elected leader of the Cabinet when it takes over in June.
She said: "I want to assure members of the public that the openness with which the council has traditionally dealt with matters will continue to be a central feature of the new system."
Local government across the country has been forced to change the way it works.
People in the district were asked what system they would prefer from three options - and the status quo was not one of them.
The majority favoured a system where the full council of elected members elects the leader and members of the cabinet every two years.
The cabinet will implement policy and will take decisions within the agreed policies and the budget.
