Developer Linden Homes has come under fire over planning infringements at its nine-acre construction site in Wallingford.
Contractors have already laid the foundations for some of the 142 homes planned for the former Pauls Malt site in St John's Road.
But South Oxfordshire District Council has advised the company to stop work because legal agreements had yet to be signed, and Environment Agency concerns over flooding from a nearby brook had not been dealt with.
Linden Homes managing director Chris Coates accepted that work had started before permission was granted, but he expected outstanding issues to be sorted out this week.
