Plans to provide accommodation for teenage mothers in Banbury have been rejected by Cherwell District Council's planning committee.
The plan to convert Dashwood Lodge into bedsits was thrown out because of lack of car parking space.
Banbury Homes' chief executive Jeremy Page said: "We are surprised and disappointed that such a worthwhile scheme was rejected on such grounds. Most teenage mothers do not run cars."
