A tourism management plan for Banbury is behind schedule but could be ready in draft form by the autumn.
Under the plan, tourists will be categorised according to their method of transport.
It will identify car arrival routes and access to parking and will highlight the most popular areas.
New signposts could be set up to show visitors where to park for shopping, the historic centre and the Cross, the museum, or the cinema.
For pedestrians there could be a town trail - a circular route taking in the main attractions.
A landmark sculpture trail could guide walkers around the town and links with Oxfordshire County Council's walking strategy could be formed.
For cyclists, the plan will consider cycle parks and identifying routes through the town linking with the county council cycling strategy.
There could be a new look for canal users. The Inland Waterways Association's plan for a turning basin will be considered, and boat trips from Tooley's Boatyard may get the go-ahead.
The plan also includes encouraging the use of public transport.
Cherwell District Council's recreation committee was told that a working group would aim to produce the draft proposal by the autumn.
