A community leader has sent a message to the "cowards" who left nine-year-old Ross Doyle dying in the street and the people who are shielding their identity.
Molly Florey, chairman of Blackbird Leys Parish Council, is involved in a series of community initiatives.
She is also the chair of directors at Leys News, a community newspaper produced and printed by Newsquest Oxfordshire, which is distributed across the estate.
In the latest edition, available today (Thursday), Mrs Florey has written an open letter which demands the name of Ross's killer be handed over to police.
Ross was hit by a stolen car on Pegasus Road, Blackbird Leys, at 8.45pm on December 13 last year as he walked home to Redwood Close, Greater Leys.
No-one has been brought to justice for the crime despite Thames Valley Police offering a £10,000 reward for information that leads to the conviction of the car driver.
In the letter, Mrs Florey, 67, says: "No-one is suggesting that when you took that car and drove it too fast through Blackbird Leys that you intended to kill a child.
"What you did do intentionally was to leave Ross alone to die and run off like the cowards you are. I am now not appealing to you and those that choose to hide you to come forward - I am demanding it."
Ross's mum Cheryl, 38, said: "We just have to hope that the message will eventually get through to those people who know what happened to come forward."
