Critics of Waitrose's planned superstore in Wallingford say town councillors have failed to object strongly enough to the scheme.
Councillors debated the supermarket's latest designs for a 42,000sq ft store on Monday. The meeting was held to review the feedback to be passed to South Oxfordshire District Council.
Several people spoke in favour, and only Pat Granados and Dee Cripps argued against them.
Miss Granados warned that local businesses were under threat.
She said: "I don't see this building as a coherent part of the town. It will be enormous. I doubt whether some shops will survive."
Councillors eventually voted to lodge a formal objection to the plans. But Sue Hendrie, of Church Lane, Wallingford, later said they had ignored Miss Granados' comments and focused on "peripheral matters" instead of considering whether the scheme should be allowed at all.
Another critic, Richard Neale, of Sayer Milward Terrace, said: "It is for the many people who agree with Pat Granados to take up the fight. We are not Waitrose-on-Thames, after all."
