A below-par Oxford City twice took the lead only to allow the Sussex County League Division 1 side to force a replay tomorrow evening with some sloppy defending.
Manager Paul Lee's major concern will be second half injuries to Mark Druce and Matty Whitehead.
City, who dominated the first half, were unfortunate as early as the second minute when a fine 25-yard volley from John McMahon flew over goalkeeper Ledbury only to strike a post.
John Mitchell was then twice denied as Ledbury saved with his legs.
City broke the deadlock in the 49th minute when, from a Mark Druce pass, McMahon struck the post and Mitchell turned in the rebound.
Two minutes later, City dithered to clear a long throw-in and Allen scored easily.
City were back in front with ten minutes left when, after good approach work by Jemaine Ferreira, Whitehead's powerful drive sped past Ledbury.
But the home team again levelled almost immediately. City failed to deal with the high ball after giving away a silly free kick and Kelly's miscue fell kindly to Emmanuel, who netted from a few yards.
