A dynamic blueprint showing how Oxford Museum could be transformed has been approved by councillors.
The scheme, costing more than £2m, will highlight the city's heritage and make the museum more attractive to visitors.
More than 93 per cent of the museum's collection is hidden from public view as there is not enough display space. More galleries would be created under the development proposals from the centre's curator John Lange.
Members of the city's leisure services committee approved the blueprint to allow work to start on a more detailed proposal to attract funding.
Describing the proposals as dynamic and energetic, Mr Lange said: "We need to create a museum that's relevant to peoples' lives.
"We need to ensure that it can change as the city changes, so that, in 15 to 20 years time, we don't have to go through the same process again."
The museum, which is located in the town hall, would include a series of galleries focusing on particular themes.
Councillor Patrick Stannard said: "The important thing is the lives of Oxford citizens, such as those who have worked in the car factory."
Councillor Susanna Pressel said: "This is a very exciting report which will transform the museum and town hall into a real hall for the people."
