The chairman of West Oxfordshire District Council, Tony Walker, has sent a message of condolence and "deepest sympathy" to the United States' ambassador in London.
"Our thoughts are with the American people at this tragic time," said Mr Walker, whose message was sent to William Farish on behalf of the residents of the district.
