Wallingford's deputy mayor, Betty Atkins, officially opened the development on the town's Paul's Malt site at the weekend.
She opened the first two show houses and planted a Japanese maple tree to mark the occasion.
Mrs Atkins said the Linden Homes development, Sovereign Place, was now coming to life.
She said: "It has marked the start of a new era for the town of Wallingford."
Already 24 homes on the first phase have been sold, with prices for three bedroomed houses starting at £192,950.
The former Paul's Malt plant was demolished earlier this year.
