Although City collected their first Ryman Division 1 away point of the season, it was a game where, if they had shown the urgency of the last 20 minutes, they would surely have collected all three.
City made the early running without seriously threatening the home goal and it was Stuart Nelson who made the first save of the game in the 28th minute.
Steve Arkins shot across goal then City were unlucky when a free kick by Matty Whitehead rattled a post.
David Billington beat two defenders but his shot was just over, before Nelson saved well from Black.
City had a shock in the 48th minute, when Dormer headed a free kick across goal for Vickers to score from close range.
Chris Fontaine sent a good chance wide, but with City struggling to get their game together, keeper Nelson kept them in the game with a brilliant save from a piledriver from Vickers.
But, with Danny Wise and Jermaine Ferreira replacing the injured Arkins and Paul Woodhouse, City at last came to life.
It was an excellent strike from Wise in the 75th minute which brought City's equaliser, when his volley from 30 yards soared past a helpless Ruston.
Whitehead shot just past the post and it was now a very different City who nearly snatched victory in the last five minutes.
A shot from Julian Dark glanced off the bar and Wise was a coat of paint away with a low drive which again glanced off a post.
Oxford City: Nelson, Farley, Dark, Smith, Thorp, Woodhouse (Ferreira, 60), Fontaine, Whitehead, Arkins (Wise, 60), Mitchell, Billington. Sub not used: Lewis.
