The country's adult population has been decimated by civil war and Aids. The Uganda Scout Association tries to make up for the consequent shortage of teachers and is also at the forefront of health and hygiene education.

Many young people want to become Scout leaders, but there is a shortage of leader trainers and funds. The team of British Scouts will stay in Uganda from February 10 to March 3 to provide skills training for local Scout leaders.
