South Oxfordshire District Council has set out a seven-point plan to improve the quality of life in the area.
The council's cabinet has said it wants to work in partnership with residents to achieve its aims.
The seven-point plan focuses on:
Meeting housing needs
Balancing economic success with the environment and cultural life
Promoting healthy lifestyles, sport and leisure
Cutting crime and the fear of crime
Being a real community leader
Involving the community in decision making
Providing services that give value for money.
Council leader Cllr Jan Morgan said wide-ranging consultations would enable residents and organisations to put over their views to the council.
