Sutton Courtenay Parish Council has pegged its spending for the next financial year.
It will be asking the Vale of White Horse District Council to raise £25,000 for village services when it sets the district precept next month.
Council chairman John Francis said: "Last financial year we reduced our expenditure to £25,000 and now we have managed to freeze it for the coming financial year. It's all down to good house- keeping."
Residents still face an increase in bills, once the district and county councils and the police set their budgets.
