Security cameras in the Bicester area may be upgraded.
District and town councillors are looking at plans to improve and expand the area's CCTV coverage.
If approved next month, it will see Bicester, Banbury and Kidlington joining forces in a a six-year financial commitment.
Cherwell District Council wants each town to contribute £5,000 a year towards the scheme.
Alison Davies, corporate strategy manager at the council, said ideas for the scheme included adding cameras to town council properties such as The Garth, in Launton Road, People's Park, in Banbury and Exeter Hall, in Kidlington, and buying three mobile ones. The control room at Banbury police station will also be refurbished.
Ms Davies said: "The advantage is that mobile cameras can be moved around. It's particularly useful for tracking anti-social behaviour."
Rural areas will also benefit because the mobile cameras can be used temporarily until problems are resolved.
A single mobile camera costs about £16,000. The district council is looking at leasing other CCTV equipment for about six years.
Trials will take place in Bicester and Banbury on January 31.
