A building consultant claims Oxford City Council is losing planning appeal cases because it is failing to take account of new Government guidelines.
John Ashton, a former city council planning officer who now works for Abingdon-based West Waddy ADP, said three cases he won for clients resulted in legal costs being awarded against the council, totalling £20,000.
The former city council planning officer said the new guidelines suggested more homes could be built in a built-up area even if it was surrounded by Green Belt land.
Cllr John Goddard, executive member for planning, said officers would investigate his claim.
