A survey has found that about 1,000 of the 38,000 houses in West Oxfordshire are not in permanent occupation.
Of these, 750 are used as second homes and the rest are empty for long periods of time. At the moment their owners get a 50 per cent council tax discount. The district council estimates this costs it about £500,000 a year. The Government is considering whether to abolish the discount.
