Jonathan Maskens, from Oxford, won the Under 16 Regional Challenge at Bath University, beating Naveed Singh 7-6, 6-2 in the final.
The victory completed a Challenge double for Maskens, who claimed the Cardiff crown just before Christmas.
Maskens and Joe Cartledge will travel to France during half-term to play in the St Etienne tournament.
