An Italian restaurant beside Folly Bridge, Oxford, has been told to remove large red signs and lighting and take steps to cut late night noise.
Aqua Vitae faces enforcement action from the city council.
The owners have also been warned to stop ignoring a planning condition which prevents customers going on to pontoons on the Thames.
The city council's Central, South and West Area Committee decided to act last night.
Planning permission for the pontoons had been granted on the understanding that they would only be used for mooring boats, but neighbours claim they are being used by noisy customers.
The committee also decided to take action over newly-erected metal steps which are wider than planners had allowed. Restaurant managers were unavailable for comment.
