The City team of David Summers and Ian Bound birdied the last hole to finish on a two-round total of 149 - one clear of Windmill Hill and The Buckinghamshire in the 29-strong field.
Mark Greenwood and Steve Webb, of Hadden Hill, shared the lead after the first round with a splendid 72, which gave the morning scratch prize.
The corresponding Handicap Championship was won by Ellesborough, with the Chipping Norton pairing of Gary Goymer & Trevor Thomas third after a nett 71.
