A vandal shattered a window moments before the annual town meeting at Chipping Norton started.

Whoever damaged the town hall window may have used a catapult, according to the council's clerk, Michael Fletcher. Police are investigating.

One councillor, John Grantham, called for teenage yobs to face conscription.

"It would teach them a bit about discipline, respect for other people and the value of other people's property," he said.

But Mr Fletcher said the council did not suffer a "large problem" with vandalism.
